Ukrainian Catholic University (UCU), acting as project coordinator, contracting party for this subcontracted assignment, and responsible beneficiary for Task 2.3 on behalf of the ALMEX consortium, invites qualified individual experts and legal entities to submit proposals for the provision of external evaluation services for the ALMEX project.
About the project
ALMEX – Alumni Management Excellence: Building University Capacity for Sustainable Graduate Engagement – is a three-year project (October 2025 – September 2028) co-funded under the Erasmus+ Capacity Building in Higher Education programme (Grant Agreement No. 101236357). The project aims to strengthen alumni engagement systems, services, practices, and institutional capacity across partner higher education institutions.
About the assignment
The selected contractor will implement continuous external evaluation under Task 2.3 of Work Package 2 (Quality Assurance & Evaluation Mechanisms). The assignment involves providing an independent, evidence-based assessment of project implementation, performance, quality, risks, results, and sustainability throughout the project period, applying the OECD DAC criteria: relevance, coherence, effectiveness, efficiency, impact, and sustainability.
Key deliverables
All deliverables shall be submitted in English.
- Inception Note (operational approach, evidence sources, work plan)
- At least three Periodic External Evaluation Notes (indicatively after Months 12, 18, and 30)
- Final External Evaluation Report (~60 pages, due at Month 36)
Indicative maximum budget: EUR 8,000 (all costs inclusive)
Eligibility
Applicants must demonstrate an advanced university degree in a relevant field, proven experience in external evaluation of international (preferably EU-funded) projects, strong knowledge of higher education and/or institutional development, full independence from the ALMEX consortium, and absence of any conflict of interest. Experience with Erasmus+ CBHE projects and alumni engagement systems is an asset.
How to apply
Proposals shall be submitted as a single PDF package containing:
- Technical Proposal in English, maximum 5 pages, in free format, addressing: understanding of the assignment; proposed methodology and approach; indicative work plan and timeline; understanding of the key deliverables; relevant risk considerations, if any.
- Financial Offer in EUR, completed using the attached Financial Offer Form (Annex 2), with a clear breakdown of estimated expert days, daily rate, and total price. The total price must include all costs related to the assignment, including taxes, fees, travel, communication, and any incidental costs.
- Curriculum Vitae of the Lead Evaluator (and key experts, if applicable) in Europass format or equivalent, demonstrating relevant qualifications and professional experience.
- Evidence of relevant experience in the evaluation of EU-funded or international projects, in free format, as a list of at least two comparable completed assignments indicating for each: project title, client/contracting authority, period of implementation, and role of the expert.
- Signed Declaration of Honour confirming independence from the ALMEX consortium and absence of conflict of interest, completed using the attached form (Annex 3).
